"Hurry up and wait" is defined as any scenario where part of the time you are rushing and working very hard and part of the time you are waiting around and prepared to work on demand and as needed.
On the set of a TV show or movie most of the crew will be sitting around watching the Film director and actors do their part, when its time to change the Scene (film) the crew scramble and get ready to shoot the next part of the production.
